There are specific standards that a shingle has to meet to qualify as a Class 4 impact resistant shingle. The impact resistance is set by the Underwriters Laboratories (UL) and the wind resistance standard is set by the American Society for Testing and Materials (ASTM International).
UL 2218 is a classification that is a result of testing steel balls directed at roofing samples. If they pass the test and receive the Class 4 rating the shingles are considered the top in resistance to hail damage.
